Central Bank Publishes Fitness and Probity Standards and Guidance on the Standards of Fitness and Probity
On 25 November 2025, the Central Bank of Ireland (“Central Bank”) published its updated Fitness and Probity Standards and accompanying Guidance on the Standards of Fitness and Probity. The Standards and Guidance have been finalised following the completion of the Central Bank’s consultation on revisions to its Fitness and Probity Regime (CP160) launched in April 2025. Governor of the Central Bank Delivers Speech on the Next Evolution in Financial Regulation at Financial Systems Conference
On 25 November 2025, the Governor of the Central Bank, Gabriel Makhlouf, delivered a speech at the Central Bank’s fourth Financial System Conference. The theme of the speech centred around the continual evolution of financial regulation and supervision.

Director Cross of the Central Bank Delivers Speech on Evolving Regulation of Financial Intermediaries
On 20 November 2025, Gerry Cross, Director of Capital Markets and Funds at the Central Bank delivered a speech at the Central Bank’s annual retail intermediaries roadshow.
The Director acknowledged the important role played by retail intermediaries, highlighting their position as key interfaces between consumers and financial products and services.

On 1 December 2025, the Central Bank published the latest edition of its Investment Firm and Intermediary Newsletter. The Newsletter covers topics of interest, significant work and regulatory issues that retail intermediary firms, MiFID firms and crowdfunding service providers need to be aware of.

Deputy Director at the Central Bank, Colm Kinkaid, Delivers Speech on Strengthening Consumer Protection and Supervision in a Digitalised World
On 28 November 2025, Colm Kinkaid, Deputy Governor, Consumer and Investor Protection at the Central Bank delivered a speech at a joint FinCoNet and Central Bank seminar.
The Deputy Director’s speech focused on financial consumer protection and he emphasised that cooperation in this area is more important than ever to solve problems that are “increasingly complex interconnected and transcend national borders.”

On 10 December 2025, the Central Bank published a document entitled “Regulating & Supervising well - a more effective and efficient framework” (“Roadmap”). The Roadmap sets out the Central Bank’s simplification agenda, describing it as a multi-year, disciplined programme.

Central Bank Updates CPC General Code Guidance and Provides Set of FAQs
On 12 December 2025, the Central Bank updated the General Guidance on the Consumer Protection Code (“CPC”).

On 18 December 2025, the European Parliament and the European Council reached political agreement on the retail investment strategy.
